Preparations for this event gave me an opportunity to deeply think about the strategies and plans for community development with application of Saemaul Undong. After graduation, I hope to have an opportunity to apply it in practice after returning to my home country.” Dean LEE Hee-wook of YU PSPS managed the contest and said, “Saemaul Studies” established by YU through decades of education and research has great value as a practical study. Industrial-Perspective University Evaluation is done by companies. It has been held since 2008 to expand communication between industry and universities and to cultivate manpower to meet industrial demands. In particular, new industries were added to cultivate future talent and endeavors to vitalize universities’ own industry-university cooperation models such as on-the-job training in connection with companies, the establishment of employment-linked training courses, and business agreements with industries were reflected in the indexes. This year, 26 universities and 42 departments were evaluated in four areas including IT, civil engineering, artificial intelligence, and smart factory. Honorary doctorate degree of international development for contribution in national development through exchange between Korea and Cambodia Second receipt of honorary doctorate degrees by national leaders next to UN WFP Secretary-General in this year only Graduates from Harvard University and Seoul National University also visit YU one after another to learn “Saemaul” Requests for transfer of education and research from countries and international organizations around the world to YU that academized “Saemaul” [December 20, 2022] <YU conferred an honorary doctorate degree of international development to Deputy Prime Minister Yim Chhay Ly of Cambodia> (From the left, Deputy Prime Minister Yim Chhay Ly and President CHOI Oe-chool) YU (President CHOI Oe-chool) conferred an honorary doctorate degree of international development to Deputy Prime Minister Yim Chhay Ly (72) of Cambodia. Such conferment is based on his contribution in national development with conquest of poverty and agriculture and rural development of Cambodia by leading exchange between Korea and Cambodia. Deputy Prime Minister Yim Chhay Ly served as Cambodia's Minister of Health and Minister of Rural Development and is supervising Cambodian socio-economic development as Deputy Prime Minister and as the Chairman of Commission on Agriculture and Rural Development (CARD). Especially, Deputy Prime Minister Yim Chhay Ly has been actively leading exchange between YU and Cambodian governments, public organizations, and universities, etc. The purpose was to adopt “Saemaul International Development” as a national policy which had been academized by YU. Adoption of Saemaul Development Model as a main policy and national strategy for agricultural and rural development of Cambodia has been leading the communities and national development of Cambodia. In the honorary doctorate degree conferment ceremony held in Cheonma Art Center on the 20th, Deputy Prime Minister Yim Chhay Ly asserted, “I sincerely thank to President Yoon Suk-yeol for attending the 2022 ASEAN-Korea Summit hosted by Cambodia in November and to YU for conferring an honorary doctorate degree of international development. This is the result of exchange and friendship between both countries.” As said by Deputy Prime Minister Yim Chhay Ly in his greeting, conferment of this honorary doctorate degree is the performance of diplomatic exchange between both countries. YU has been playing a core role in exchange between both countries and Saemaul has been standing in the center. Saemaul Development Model transferred by YU to Cambodia was reflected in the national development policy and has been leading socio-economic development. Deputy Prime Minister Yim Chhay Ly is the very person who made Cambodian type Saemaul Undong take root. In 2013, Deputy Prime Minister Yim Chhay Ly requested YU to learn about Saemaul Undong and, in 2014, visited YU with minister and vice-minister level personnel representing Cambodian governments and completed Saemaul Undong Training Program. Current President CHOI Oe-chool of YU made special lectures for them at that time. Such an aggressive step was based on the conviction that Saemaul Undong and Korea’s experience in development would be an important model for social changes and economic development of Cambodia. After the Cambodian governmental group completed training in YU, Cambodia implemented a self-help rural development project with participation of citizens in Saemaul Undong according to the suggestion by Deputy Prime Minister Yim Chhay Ly. The project was implemented from 2014 to 2018 and Cambodian agriculture and rural development policy faced a new turning point. Deputy Prime Minister Yim Chhay Ly is now playing a backbone role in drafting main national strategic development plans being implemented by Cambodia. Deputy Prime Minister Yim Chhay Ly said, “Just as the world is looking at the remarkable development of Korea today, the successful footsteps of the Saemaul Undong must have been a great achievement led by former President Park Chung-hee in the 1970s. It was verified that Saemaul Undong was the most effective approaching method for improvement of people’s living and national development over the level that regional citizens developed communities with the sense of ownership. This is the reason for acceptance by numerous international organizations and countries around the world.” It is noteworthy that a national leader-level person received an honorary doctorate degree from YU for the second time in this year. Secretary General David M. Beasley of UN WFP (United Nations World Food Programme) received an honorary doctorate degree from YU in July this year. The base was his contribution in eradication of poverty and hunger of the world through food aid and improved food security conditions for developing countries. The world’s interest in Saemaul is also proved in other aspects, too. Many professionals graduated from Seoul National University as well as WFP Guinea Office Director, who graduated from Harvard University and received Doctorate Degree of Saemaul International Development from YU, received Doctorate Degree of Saemaul International Development or are pursuing their doctorate courses in YU. Why the head of UN WFP that is the largest humanitarian aid organization of the world, the leader of Cambodian economic development policies, and main personnel graduated from domestic/foreign prestigious universities rush to receive the degree from YU? The reason is that Saemaul International Development Area academized by YU is accepted around the world. YU has been accumulating educational and research performances and know-how for more than 40 years until now. YU established research institutions and professional education and training centers as well as faculty and graduate school courses such as Park Chung Hee Saemaul Institution, Park Chung Hee School of Policy and Saemaul (PSPS), International Development & Cooperation Center, and Department of Saemaul International Development, academized Saemaul Undong as a sector of studies, and has been implementing various projects in Saemaul International Development area. Especially, Saemaul Undong Training Program of YU is internationally well accepted. Institute for International Development Cooperation of YU was dispatched to SNNPR (Southern Nations, Nationalities, and Peoples’ Region) with support by KOICA and conducted a Saemaul Undong policy training program for 700 provincial public officials. This program was selected as the most excellent global training program of KOICA with acceptance of excellent performance of the program. The training was provided on the aggressive request by SNNPR governor of Ethiopia. Conferment of the degree to Deputy Prime Minister Yim Chhay Ly is evaluated as a new start between both countries for a better global village over the performances of the exchange between both countries. In the degree conferment ceremony, Deputy Prime Minister Yim Chhay Ly said, “Western University of Cambodia opened Department of Saemaul Economic Development and operates 2+2 dual-degree system with conclusion of an agreement with YU. According to the agreement, the students of Western University are transferred to YU Department of Saemaul International Development and study for two years. I hope YU to implement more exchange and cooperation programs for more national universities in addition to Western University. Especially, I sincerely request to supply more students with the opportunity to study about Saemaul Development area.” President CHOI Oe-chool said, “Korea was a poorest country in the world in past but has become an advanced country accepted by international society. It is the responsibility and liability of Korea to play the role of an advanced country. Numerous countries and organizations of the world are requesting YU to share Saemaul Undong and Korea’s experience in development. YU will fulfill the role of a high educational institution in order to play a dignified role in international society. I hope that today’s place for conferment of the degree will become the place for the talents of both countries to grow to make better future and contribute in human society.”

YU students received five prizes including Grand Prize. Foreigner students of YU PSPS received six Excellence Awards in 4th and 5th contests in addition to this contest. As main audit standards consist of contents of works and creativity for PR of Saemaul, such results mean that their understanding level of Saemaul is such high. Saemaul UCC Contest hosted by Cheongdo Foundation for Korea’s Spiritual Culture is a UCC production contest to advertise Saemaul Undong. The subject of this year’s contest is “Pleasant changes, developing Saemaul Undong,” video works were recruited from whole people from July to 14th October, and final winners were selected on the 3rd of December. Through 1st and 2nd audits based on technical perfection, YouTube views including creativity, stories, edit, etc. of contents of works, 17 winners were selected. Among them, Pertiwi FitriI Ayu (right in the photo shown below) and Naitio Ferdinandus (left in the photo shown below) team consisting of foreigner students of YU PSPS received Grand Prize. The title of their work is “How to become Saemaul Warriors.” Graduate school students from Indonesia visited Cheongdo, the origin of Saemaul Undong, in order to study how Korea that had been a poorest country in the world could achieve today’s economic development and produced a 3-minute video to show the course to learn about Saemaul Undong with keywords of Diligence, Self-reliance, and Cooperation that are basic spirits of Saemaul Undong. Mr. Ferdinandus revealed his aspirations, “I came to YU PSPS to learn about Saemaul Undong and Korea’s development as shown in our produced video. It seems that we could get such a good evaluation result because Saemaul Undong, economic development of Korea, and core value of Saemaul Undong were put in the video in the viewpoint of foreigners. We want to contribute in development of my home country by becoming Indonesian Saemaul Worriers as the students majored in Saemaul as shown in the title of our work.” In addition to Grand Prize, foreigner students of PSPS got two Excellence Awards and two Encouragement Awards. The team of Fatrah Gusti Mohamed and Prabaningrum Alfrinia from Indonesia and the team of Pyae Phyo Maung, Kwat Thet Naing, Swe Lin Thant and Thiri Thu from Myanmar received Excellence Awards, respectively, and the team of Agaba Festus from Uganda, Mukamurenzi Marie Therese from Rwanda, and Roi Tsun from Myanmar and Sari Intan Permata from Indonesia received Encouragement Awards, respectively. <The 6th Saemaul UCC Contest Award Ceremony> The reason for foreigner students of YU PSPS to show such good performances continuously may be the systematic educational course of YU that academized Saemaul Undong. The reason is that their understanding level of Saemaul as Saemaul students is higher compared with Koreans.University-level aggressive support including video production training for foreigner students also played a part. YU has been providing professional training on video production and edit, etc. every year. Dean LEE Hee-wook of YU PSPS said, “We support foreigner students to complete various extracurricular courses such as Korean language education, Korean culture experience, and video production education in addition to major studies. I hope them to show synergy effect in utilization and application of their majors as Saemaul students by expanding understanding of Korea and enhancing capabilities in various areas.” YU PSPS was established in 2011 to cultivate Saemaul leaders of developing countries. Foreigner students studying in PSPS consist of public officials planning policies in respective countries, employees of public institutions, social activists, and professional workers, etc. differently from students of faculties or graduate schools.
